I thought it may have been Beijing, but seems it is Shanghai. Rail expansion in China has been extraordinary. Interesting graph, but no huge surprises and it isn't surprising that Australia does not feature. Defining a metro and its parts can be open to challenge.
Andrew, I'm sure these assessments, like statistics generally, can a be argued in many ways. On distance alone I would think Sydney's greater metropolitan rail network could amount to an impressive figure but then the numbers of people moved would be no match for those cities named in the graph.
